Abstract

This community service activity aimed to enhance the legal literacy and understanding of students in the Law Study Program at Universitas Teuku Umar regarding the international legal aspects of the Strait of Hormuz conflict. The activity was conducted on 8 March 2026 at Cafe Seulawah Co in an informal academic setting prior to the breaking of the fast during the month of Ramadan, involving 35 law students. The activity employed a participatory outreach approach through interactive lectures, case studies, guided discussions, and question-and-answer sessions. The materials covered the legal status of the Strait of Hormuz as a strait used for international navigation, the transit passage regime under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the prohibition of the use of force, the right of self-defence, the protection of civilian vessels, and peaceful dispute settlement mechanisms. The results indicated that the participants developed a better understanding of the distinction between innocent passage and transit passage, the limits of coastal State jurisdiction, the principle of freedom of navigation, State responsibility, and the application of international law in analysing maritime conflicts. The activity also produced learning outputs in the form of a summary of the materials and a case analysis framework that can be used as supporting resources for courses in international law and the law of the sea. Therefore, participatory outreach serves as an effective community service approach for strengthening students' international legal literacy through the discussion of contemporary global issues.
